This bug is about upgrading our Jenkins installation to the latest CI version.

We need the upstream Jenkins deb to be put on apt.wm.o RT #5029

I will then take care of upgrading Jenkins on gallium.

I have tested the upgrade on labs.

Started upgrade on production at 14:00 UTC.  Jenkins restarting right now.
