Right now you get | Edit | Edit source | on read and on VE edit (which are the same thing) but nowhere else, which is confusing. (Whilst we're at it, logs, diff view pages, and probably a few dozen others have edit links which will need to be replaced or augmented.)
Setting "High" for action=edit; the others can be fixed, I guess.
Once we're deployed for all users, we could simply replace the "Edit" message with "Edit source" in core which would manage the first half; we'd still need to add the (VE) "Edit" tab to these extra places (and the other stuff like "(edit)" links in diff views).
This was fixed by Ed in his commit last week.
