I can't reproduce any longer, so either it was some JavaScript weirdness or I can't remember what I really did, but this should be it: 1) Open Special:LanguageStats for the language 2) Click the message group (in my case, MediaWiki for bxr, so a big group with very few translations) 3) Click "proofread" button Observed: I) On the left there are very prominent blue ribbons with pencil in transparency II) On the right there are no icons at all, but if you hover a message then a small pencil icons appears on its extremity I don't know what (I) are but (II) shouldn't be needed: there should be at least one pencil displayed (on the first message), or my attention is attracted by (I), which however does nothing when hovered or clicked, and I'll never do (II). However, if I was in proofread mode I should have seen the check icons/buttons, and I do if I follow the steps again.
Ah, found it: replace 3) Click "page" button
Once you hover a message, a pencil icon is shown. This expected behavior.
