FAT filesystems do not support sparse files, and consequently on FAT hosts the 40 GB disk size specified by the base box must actually be allocated in its entirety for the VM to work.

My hunch is that this is both (a) sufficiently uncommon and (b) sufficiently far up the dependency chain that we don't need to have an elaborate fix for this in place. But documenting the limitation and providing a link to documentation for working around this limitation would be nice.
