when i resize the page for uploadwizard, the 'steps' bar(id="mwe-upwiz-steps") can resize, but after a size, it doesn't response to me at all. and the top personal toolbox(id="p-personal") will shadow the contents below...I use Chrome I think it should support RWD to work well on every devices(from PC to mobile). the 'steps' bar should resize, and after a size small enough, it should align vertically instead of horizontally (because the width is too small to fit these words on 'steps' bar)

well the point is, I think web page should responde to width of the browser. As I can see, the "steps" bar floats out of the window when width is less than 1000px, and the uploaded screen is 400px in width. I looked at the screenshot again today and think that this is a problem of MediaWiki in general. The personal bar always acts weird when re-sizing. UploadWizard is no good; hopefully the patch above would help.
Mobile web and commons uploader both support uploading on small screens/mobile devices.
