On Cologneblue there is no cog. The skin does not have standard interlanguage links and is not a supported skin for the language selector. The iw links are centered near the bottom and also present in the top. If someone wants to make this work, please do. Settings: $wgULSPosition = 'interlanguage';
But it doesn't break Cologne blue in terms of functionality, like Echo did, making old controls unreachable either ? Not supporting skins isn't too bad, breaking skins and preexisting functionality is in my opinion.

Unneeded baggage. Not a supported skin for ULS, so closing as WONTFIX.
