When trying to connect from the tools project of Labs to irc.wikimedia.org i get "Too many user connections (global)". petan on irc said that the max user count per ip is the problem.

Looks like the relevant config file is in the private puppet repo...

IRC component description says "Issues with Recent Changes feeds on irc.wikimedia.org." so might be mis-filed here. Channel requests should go to http://meta.wikimedia.org/wiki/IRC/Group_Contacts

Andre, this is for irc.wikimedia.org. It's in the bug description.
