Change the z-index in your code:
<span style="position:absolute;top:-15px;left:350px;z-index:100">

Closing as INVALID as that's no problem that was introduced by Echo but also happens with any other element, see my attached screenshot.

I changed it to z-index:1 which should prevent any problems with other elements, including CentralNotice banners, etc.
