It says "Changed 2 qualifiers of claim" when I only changed one.

It's an issue with the qualifier being issued a new guid then it's treated as if I removed one and then added a new one, not that I changed the same one.

This might be fixed with the recent changes to use claim changeops but this needs to be checked!
