Environmental checks for things like database support and the intl extension are done, then the results stored in session data. This is kinda weird, as it means that reloading the environmental check page doesn't update any information.

You currently have to guess that it'll recheck info if you hit "restart installation" and go back through the language selector...

...this is not obvious, and doesn't play well with the fact that you often have to restart the web server for some changes to take effect so it's doubly confusing.
