Make it possible to define the default priority value on a per-product level, instead of globally.

This proposal might be preferences overkill, but I assume that other projects using Bugzilla also have numerous development teams with a number of differing workflows that contradict each other.

Example:
* Development team X has triagers, so initial reports are set to "Unprioritized" priority by default. Triagers then set the correct priority after initial triage.
* Development team Y (without triagers) considers all new reports low priority by default, until a developer picks up one ticket and sets it to higher priority.
