Changing the input method via the cog icon does not lead to a change of the input method in text fields.

This was reported by Erik Moeller by email. No exact scenario known, I haven't tried to reproduce yet. Allegedly observed on beta labs.

Precondition:
* Input methods enabled.
* Current input method disabled.
* Have English as user language

Steps to reproduce:
1. Open the ULS icon (personal or interlanguage doesn't matter)
2. Click 'Input'
3. Select the radio button for "International Phonetic Alphabet - SIL"
4. Click "Apply settings"

Observed:
I. The ULS closes.

5. Select an input field on the currect page (for example the search field)
6. Type "b="

Observed:
II. Input field has contents "b="

Expected:
III. Input field has "β" as contents as an input method was selected in steps 3 and 4.
