Ganglia appears to be showing a memory usage of -20GB swap for all tools instances.

looking at ganglia, it seems this unbroke on may 20th

Indeed it does!
It was thought that a reboot of the instances would solve this.
I am not sure if they have been rebooted but I guess this is now Resolved
