Please, add permission abusefilter-modify-restricted for sysop on cawiki: $wgGroupPermissions['sysop']['abusefilter-modify-restricted'] = true; I missed it in my initial request in Bug 29527, but it is nonsense to have action block avalaible without this permission granted. Fortunately we did not need it so far, but now we found it is not really available.
Sorry, I mean this permission granted for abusefilter group: $wgGroupPermissions['abusefilter']['abusefilter-modify-restricted'] = true;
And you don't want to add it to the 'sysop' group, too?
