We should take away the users right to verify for all projects that have sufficient enough Jenkins coverage (for instance core)

When users +2V on these projects, they bypass jenkins and can potentially break master.

If users should not be allowed to do certain things, the interface should not give them the option.

I agree in principle, but Jenkins is broken too often.
