Currently photo uploads, talk page and soon the editor introduce lots of unnecessary code that not every user will use. Instead we should only load these modules when the user clicks on a button. For example clicking on talk page for the first time should load the talk page code.
Cleanup template would be a good one to do this on first. We could conditionally load it if an article has issues.

I'm marking this as resolved. If there are any other modules that should be lazy loaded, these should be explicitly named and have their own bug.
