Just tested with 2 test accounts: Visiting Special:GettingStarted for the first time after account creation already says "Welcome back, <username>".

Note that for the vast majority of editors who see this page, their first visit is right after account creation when they are given this page, in which case it does in fact start with "Welcome". The use case of a registered editor visiting who is not in fact new is not very well served right now, since it's not the primary purpose. Obviously that use of "Welcome back" is confusing however. Ultimately we need to reconsider the page title altogether. All new users are getting a welcome notification now on enwiki (and they will anywhere else Echo is deployed), so the use of welcome is redundant.
This may be invalid at some point soon because we are removing the Special page in favor of modals.
The bug is no longer applicable, since we removed the special page.
