<http://test.zero.wikipedia.org/> seems like most logical place for a test instance of Wikipedia Zero. This mirrors <http://en.zero.wikipedia.org/>.

Without a testing area, it's very difficult to debug or diagnose issues related to Wikipedia Zero.

Shouldn't this be under "Testing Infrastructure" instead in Bugzilla?
