Set claim api module does not support setting references.  For tool and bot authors, it would be helpful if it did support references so that stuff can be done in fewer api requests.

Sounds like action=wbcreateclaim, not action=wbsetclaimvalue

This makes the history shorter and does not waste space and time of bots.

Now it is possible to edit claims with action=wbeditentity, that also allows creating claims with references. But this bug can also be fixed, than maybe the gui can allow setting the two things in one change and use this module.

Closing this then. We'll be discussing allowing setting this at the same time in the gui when discussing the redesign we are planning. No need to keep this open for that.
