Currently, abuse filter 9 on Wikidata prevents all edits to the Query: namespace, which is reserved. I would think that it would be more efficient to restrict the namespace with a $wgNamespaceProtection entry (with a permission that no-one has).

I really don't see what the point of doing this is. While yes, it's technically a better solution, this is just a temporary measure which should get resolved soon. If we use a configuration variable it means we need to get someone with access to deploy it, and then revert it when the time is right, rather than just having a local sysop delete the filter rule.
