Date formatting is different depend on languages, but TimeValue displays ignore the language differences. For example, the date of birth of Barack Obama ([[d:Q76]]) displays "8월 4, 1961" in Korean and "8月 4, 1961" in Japanese but it should be "1961년 8월 4일" in Korean and "1961年8月4日" in Japanese. This problem arises because TimeValue display system follow English-formatting style (e.g. August 4, 1961). TimeValue display should follow the specific-language format defined in MessagesXX.php.
