Other example:

* [[:d:Help:Files/it]] (completed, but percentage is 0% translated, 100% reviewed)
* [[:d:Wikidata:Roads task force/Germany/Bundesstraße/it]] (doesn't exist italian translation, but percentage is 100%, see attachment)

This should be the same as bug 48971, which in turn probably has the same root cause as bug 47864 if I guess correctly from Niklas' comments.
