Funny you should mention this. The size of the badge has been through a great deal of bike-shedding recently. Originally, it was rather small (the size you see in PageTriage/jQuery.badge). Then the designer decided to significantly increase the size. Then a bunch of people thought it was too big, so it was scaled down slightly. Personally, I'm open to the idea of scaling it down even more, but there have been a few people who have complained that it's too small and easy to ignore. The one extra variable that needs to be considered is that we probably want to keep the notifications badge and the new orange Talk page alert in sync as far as their height. CCing the designer to get her feedback.
Just wanted to check to see if the size is causing some issue on your end or if its more about personal preference? As Ryan pointed out, the size of the badge is not arbitrary, rather its based on multiple rounds of implementation, and feedback with the community to reach a design that is both visible when in an alert state but relatively unobtrusive when there is no pending notification.
