Hi. I'm an admin on fa.wikipedia. Today, while modifying some other filters, I noticed that I can't edit abuse-filter number 4:

The message I receive is:
"You cannot edit this filter, because it contains one or more restricted actions. Please ask a user with permission to add restricted actions to make the change for you."

I contacted a bureaucrat and he confirmed that he is not able to edit it either.

I also tried to export the filter and import it as a new one, but again I received the same warning as above.
In the end I could import the filter by disabling "Revoking auto-promoted groups" option, but that's not what I was looking for.

It's still there. I don't know why, but it's probably only on Persian Wikipedia.

The Abuse filter seems to work fine at the moment. (Probably after recent changes in AbuseFilter settings? (bug 69073))

Yes, after add 'abusefilter-modify-restricted' right to sysops.
