Some extensions might need to run some code whenever a new wiki is added. A use case is the Wikibase populateSitesTable.php which need to be run to refresh the list of sites known to wikidata.

That would be very useful on beta, where we will most probably never remember we have to run populateSitesTables.php after a wiki addition.  Had to be done manually when I have setup wikidata on beta (which was bug 47827).
