Steps to reproduce:
1. Open language settings panel from the cog or top-right location.
2. Go to an input field and open the IME menu by clicking the keyboard icon.
3. Click the cog icon that appears in the IME menu.
4. Observe that two dialogs are overlapping.

Expected result: the current dialog should be updated to show input settings without a new dialog appearing.

Corner case.

Does it make consistent if we show language settings in same position(centered) if accessed from IME menu, making sure if any other language settings window open at that time is getting closed?

As per https://gerrit.wikimedia.org/r/#/c/75076/ any opened language settings window will close if clicked somewhere else. That prevents multiple language settings screen appearing any time
