VisualEditor's review dialog box can be obfuscated by the green striped area from restricted areas of a page. This is when using Monobook, at least. Maybe Vector too, I don't know. I've attached a screenshot.

Yes, this is a mess; phantoms' z-index is higher than the review panel (which is bad), and trigger when the mouse moves over them even though you're in a "different" interface component. This would be solved by switching to the new dialogs (as they're iframes), but we don't have time for that.

We solved this specific issue as part of the minor re-work of the save dialog, but see bug 50096 and bug 49059.
