1) Choose a language from keyboard menu (from the quick list or ...)
2) Open input settings either via keyboard menu -> cog or cog -> input settings
3) The previous input language is selected
4) If you click cancel or apply, the previously selected language is active again

Observed in Opera 12 on Windows XP SP3
