deployment-varnish-t3 is running puppet master self, which mean it does not receive the latest version of the puppet manifests.

The instance should be recreated and its public IP should be bound to another instance.

Finally made sure deployment-cache-mobile01 had puppet updates. I have moved the public IP for mobile services (208.80.153.143) from deployment-varnish-t3 to deployment-cache-mobile01.
