error logs need to be generated per tool

this could be done using logsplitter as well

What is the status on this? Currently, fixing *anything* that requires viewing the error logs requires either intervention or an admin or the use of a crystal ball. Having the error logs would really be... useful.

This is now available through the new, improved web service scheme:

https://wikitech.wikimedia.org/wiki/Nova_Resource:Tools/Help/NewWeb

This scheme will eventually become the default, but is available to all tool writers now.
