I am unable to add a Category to an article through HotCat with both latest stable and beta Chrome on Android.

When I type in the text box that appears after clicking '+', autocomplete prevents me from entering a category.

HotCat is not part of MediaWiki.

HotCat is not listed as a MediaWiki extension. Do you have a suggestion as to where I should report this issue?

No. As far as I can tell, HotCat is a user-maintained gadget used on several individual wikis.

HotCat is not a MW extension either. :) I'd start with posting on http://en.wikipedia.org/wiki/Wikipedia_talk:HotCat
