You cannot block or unblock other users because you are yourself blocked

in addition, the mere fact that block feature is bugged needs to be reported as well :)

funny part is that it didn't even block me, even if it affects me Your username or IP address has been blocked. The block was made by Addshore. The reason given is Spam account https://wikitech.wikimedia.org/w/index.php?title=Talk:Main_Page&diff=prev&oldid=73563. Start of block: 10:43, 11 June 2013 Expiry of block: infinite Intended blockee: Novaadmin You can contact Addshore or another administrator to discuss the block. You cannot use the 'email this user' feature unless a valid email address is specified in your account preferences and you have not been blocked from using it. Your current IP address is 90.183.23.27, and the block ID is #1. Please include all above details in any queries you make. as you can see the "blocked user" is Novaadmin however, neither Petrb or Novaadmin can be unblocked because "there is no such a block, user was unlocked?" it is necessary to unblock by block id in other for this to work
ok I was unblocked. force is balanced, unicorns jump happily and everything works great again. Except for this bug, so I am lowering priority but keeping it open.
For this we should work towards removing LdapAuthentication being used for wgAuth and only used as a library for OpenStackManager. It should be relatively easy and would fix this issue.
Should be fixed by Gerrit change #73530.
