Changes similar to those by Katie in https://gerrit.wikimedia.org/r/#/c/69697/ should be made to rebuildTermsSearchKey.php, to prevent the same problems from potentially occuring.

* Default to only-missing
* If rebuilding all, then clear and rebuild each row incrementally
