Hi, The ULS icon is missing in random pages. Please check the links below for screenshots: http://upload.wikimedia.org/wikipedia/commons/6/6d/No-other-language-links.png http://upload.wikimedia.org/wikipedia/commons/1/1d/Missing-language-settings.png http://upload.wikimedia.org/wikipedia/commons/c/c6/Keyboard-icon-missing-cant-type-tamil.png I could trace this issue for same pages in Chrome / Windows and Chrome incognito / Ubuntu. The issue occurs in random pages. A missing settings icon will confuse the user and will give no chance for typing in native language.
Were you logged in?
I was not logged in purposefully for testing. Since, anonymous users will also need to change the language settings, I considered it a bug.

Note, logged out users can't change interface language yet for WMF-specific reasons outside the control of ULS developers. I asked because – as far as I know – purging the page (action=purge) may be needed on some pages, for the ~30 days after such interface changes are enabled.
I'm expecting that all of these cases come from cached pages. As you do not provide URLs, you are not allowing reproduction. Adding CGI parameter action=purge will help. I'm closing this as WORKSFORME, as all observations are expected.
Siebrand, You can check the following URL http://ta.wikipedia.org/s/2l05 My system is Version 25.0.1364.160 Ubuntu 12.04. There is no other languages section, no language icon, the keyboard icon doesn't get triggered if I use the search box. I am logged out and browsing incognito. So, I assume there is no cache. Nemo, I am not looking to change the interface language. I am looking to activate the typing language but the language setting icon is missing and the keyboard icon doesn't get triggered on typing in the search box.

Siebrand, I have clearly said that this issue occurs in Chrome Version 25.0.1364.160 Ubuntu 12.04. I am logged out and browsing incognito. The issue also occurs in latest chrome browser and Windows XP in normal browsing mode. I didn't report it as a problem across all platforms. So, testing it in iPad 3, latest iOS version and marking it as resolved doesn't fix the issue for me. Please fix the issue for the user not for yourself. Reopening the bug,
Using Google Chrome 27.0.1453.110 on Fedora: For http://ta.wikipedia.org/wiki/கேஷ்விந்தர்_சிங் I do not get a "In other languages" section at all, கருவிப் பெட்டி (Toolbox) is the last item. Interestingly, http://ta.wikipedia.org/wiki/கேஷ்விந்தர்_சிங்?uselang=en does display "In other languages" and the ULS icon. I do get the ULS icon on http://ta.wikipedia.org/s/oeb , plus I do get the Malayalam letters correctly displayed instead of squares in your screenshot. I cannot reproduce the issue with the Search field either (but you did not provide any URL). For future reference, specific URLs as text are welcome to reproduce (instead of hiding them in screenshots ;-).
[Sorry, I hit enter too quickly and was not finished yet:] So I cannot reproduce the problem "ULS icon missing in random pages" at all. Instead I only get the problem ">In other languages< section and ULS icon missing for an article that has no translation in other languages".

Andre, If you see http://ta.wikipedia.org/s/311u which is a new article and doesn't have links in other languages, the "other languages" section and the cog is still visible. So, this is not a problem of articles not having other language links. I tried all of the above urls and many random pages in Chrome incognito/Linux and I always saw the ULS cog icon and the languages section in the sidebar.
I am unable to reproduce this bug now either. Tried clearing the cache too. I leave it to the Wikimedia developers to update the status of this bug as they wish. Thanks for looking in to this.
