Would be nice, when $wgCaptchaWhitelist can contain tools.wmflabs.org (maybe with all subdomains) to allow adding this links without a captcha (see bug 9309 for toolserver.org).

For scripts from bots.wmflabs.org/tools.wmflabs.org it would be nice to be excluded from resolving captchas. Looks like $wgCaptchaWhitelistIP needs the public ip from wmflabs.org to reach this, toolserver was already added (bug 23982)

The original idea was for tools.wmflabs.org, but it is okay to have it working for all subdomains (some have a . in is name)

First part ($wgCaptchaWhitelist) was done with Gerrit change #67953

$wgCaptchaWhitelistIP is missing or is that a wontfix?
