As per community discussion linked in the URL field above I request that the following configuration changes be made: Please remove the ability perform file uploads to the Autoconfirmed and Confirmed user groups at meta.wikimedia.org. That is, please remove the following userrights from those user groups * 'upload' * 'reupload' * 'reupload-own' (this one is on the "User" usergroup) Please create a new uploader user group with the following rights: * 'upload' * 'reupload' * 'reupload-own' Administrators and uploaders should be able to continue to upload files, while regular users not. This is to block the increasing ammount of junk and copyright violations present in Meta (and reduce the existing ones), while allowing certain members of chapters and users with legitimate interests to continue uploading there things which would not belong to Commons' scope. Should any local groups be able to add/remove users to/from the uploader user group? Why is this bug marked shellpolicy if there is already community consensus?
