Even though the bugs are marked private and restricted to a group, they end up creating emails to wikibugs-l. This shouldn't happen. I suspect this is a Bugzilla problem, but maybe there is something that we can do with the configuration.
Is this newly happening? Previously bugs created in the security component did not generate emails to wikibugs-l. (Although sometimes they started off in different components, and would generate emails)
Could you email me an example?
Note that this isn't necessarily items that are in the security component, but items whose comment is marked private: "visible only to members of the privatecomments group". An example is here: http://article.gmane.org/gmane.org.wikimedia.mediawiki.bugs/341168 The comment itself wasn't in the email, so maybe this is an issue where the UI just needs to have better explanatory text.

You did not mark the complete *bug* report as private, because there is no such concept in Bugzilla. As you can see in the email link above, the *content* of the comment was not sent, so this is expected behavior. http://www.bugzilla.org/releases/4.0/release-notes.html#v40_feat_other says "Bugs: Bugzilla will now send an email for every comment that you mark or un-mark as being private." so this is by design.
