If an edit includes the revision tag 'no ping', Echo should suppress any notifications being generated by that action. This would operate similar to the Echo blacklist, but per revision rather than per user.

This seems like a somewhat inappropriate use case for a tag in some ways, since they were originally meant for users to filter on interesting edits.

In that case, aren't virtually all current uses of tags inappropriate?

Is there any other way to associate arbitrary metadata with a revision?
