If a header line is preceded by an empty line, and one tries to remove that empty line by placing the cursor at the beginning of the header line and hitting Delete, the empty line is removed as expected, but the header line turns into Paragraph formatting, which is unexpected and incorrect. Note that the behavior is correct if the line preceding the header line is *not* empty: in that case we want to merge the header line with the previous line, and the header formatting should be removed.
Sorry: I should have said "Backspace", not "Delete".
The initial behaviour was, I believe, fixed some time ago; the rest of the bug (as now stated in the title) is intentional behaviour. Marking as FIXED.
