On for example this page: 
https://en.wikipedia.org/wiki/Classified_information_in_the_United_States?veaction=edit

On the bar at the top, I see a triangle with an exclamation point and "1 notice".  Below that it says "Page notice", but this is simply a redlink to:

https://en.wikipedia.org/w/index.php?title=Template:Editnotices/Page/Classified_information_in_the_United_States&action=edit&redlink=1

Apparently there is no actual page notice and this is firing spuriously?

I'm not able to reproduce this issue. Is this still happening? If so, can you please provide a screenshot of the problem?

Yeah, this is an irritating result of enwiki's hacked-up system (other wikis use the proper one) - it only occurs for +sysop accounts, but it's still a pain.

Bug 50077 (which I'll mark this a dupe of) proposes just silently killing the display of these for sysops, which means they'd have to find the template by themselves (until we put it in the "page settings" dialog).
