Zuul with Gearman requires the python module gear. OpenStack has probably packaged it already.
The gear python module is at https://pypi.python.org/pypi/gear
I talked about it with OpenStack infrastructure team in July. They want to have it packaged but no work as started for now. I filled a bug upstream to track the packaging progress https://bugs.launchpad.net/gear/+bug/1217298

I have uploaded a few more changes in the Debian svn repository. The package no more has any lintian errors. Filled an ITP upstream: http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=725081
As Alexandros noticed, the packaging effort is no more in Wikimedia Gerrit but on Debian SVN server under the python module packaging team umbrella: svn+ssh://svn.debian.org/svn/python-modules/packages/python-gear
