On wikitech, https://wikitech.wikimedia.org/w/api.php?action=askargs&format=xmlfm&conditions=%5b%5bCategory%3aTools%20Access%20Requests%5d%5d%20%5b%5bIs%20Completed%3a%3aNo%5d%5d&printouts=User%20Name&parameters= gives a 500 Server Error, while https://wikitech.wikimedia.org/w/api.php?action=ask&query=%5b%5bCategory%3aTools%20Access%20Requests%5d%5d%20%5b%5bIs%20Completed%3a%3aNo%5d%5d%7c%3fUser%20Name&format=xmlfm works.

Since wikitech uses an "old" SMW with no test coverage chances are that the bug 51091 does fix the issue.

I will tentatively close this bug until wikitech can prove that the issue is still present in SMW 1.9.
