Occasionally /var/lib/cloud/instance disappears, which triggers this Puppet error:

err: /Stage[main]/Misc/File[/var/lib/cloud/instance/locale-check.skip]/ensure: change from absent to present failed: Could not set 'present on ensure: No such file or directory - /var/lib/cloud/instance/locale-check.skip at /tmp/vagrant-puppet/modules-0/misc/manifests/init.pp:21
