As a new anonymous user, click the cog icon on any article

Click Input

See "Input tools are disabled" and "Enable input tools" button. 

This is new behavior, in the past "Input tools" were enabled by default, giving the user immediate access to the "More..." button marked with an ellipsis (...)

This is expected. Input settings were disabled in the configurations for the English Wikipedia when ULS was deployed last tuesday. Beta has inherited the configuration.
