For testing things like signup and notifications, it's useful to be able to send email.  It's probably sufficient to just send it locally within the VM (vagrant@localhost).  I've set this up in the past.  I just need to puppetize it.

The scholarships role includes a dummy smtp server [0] that dumps all messages to a log file. It would be pretty easy to break that out into a separate module that any role could include.
