not sure if this pertains to some or all users:

Many users (including self) report that they do not see the "Gadgets" tab in preferences on hewiki after 1.22wmf9 upgrade.

The gadgets themselves are not functioning.

code in master and personal common.js (and skin.js) seems to be working fine.

experienced same problem myself on arwiki, not sure if the problem there is general.

Seem to be back in hewp, not in arwp.

i still do not have "Gadgets" tab on hewiki, nor on arwiki.

i do not think this is strictly an RTL thing. here is what i see on the different hebrew projects (V - has "Gadgets" tab in preferences, X - does not):

wikipedia: X
wiktionary: X
wikivoyage: V
wikiquote: V
wikitext: X
wikibook: X
