In SecurePasswords.php the global variable $wgSecurePasswordsSpecialChars is spelled $wgSecurePasswordSpecialChars.  (Note the missing "s" character after Password.)

Durga, fixing this bug seems simple but you will need to test it before 
committing the change, and this might be more complex. You need to get a
