The default bug recipients in Parsoid need to be updated:

Remove 
mtraceur@member.fsf.org

Add 
sananian@wikimedia.org
mail@marcoil.org

Is there a way for us to tweak those settings and possibly default assignees, possibly even by component?

Done. Note that ssastry@ is also listed as CC, just for the records.

Not done. Both users do not have Bugzilla accounts created...

Only with "editcomponents" permissions. Which I am happy to hand out to you if you hereby swear that you will use them wisely. :P

Ah, they probably use different mail addresses currently. Will bug them.

On a related note, Andre can we put a list of users who have these separate rights (editcomponents etc) on Meta, perhaps on the Sys admin page so people who are looking for someone to do something with Bugzilla might be able to find people that aren't "full" admins to help?

Not sure if we'd ever receive urgent component requests that couldn't sit in Bugzilla for a day until somebody picks them up. (Plus I'm rather lazy to keep another list on the wiki in sync with the Bugzilla database for no obvious gain.)
