When starting a fully-provisioned halted VM, I often catch Puppet starting the apache2 service:

    notice: /Stage[main]/Apache/Service[apache2]/ensure: ensure changed 'stopped' to 'running'

I'm not sure why. It could be that Puppet starts its run before Upstart has managed to enable the service.

This stopped happening at some point.
