For editing purposes we don't really want to implement this in Parsoid. We mark up language links as mw:WikiLink/Language (see http://www.mediawiki.org/wiki/Parsoid/MediaWiki_DOM_spec#Language_links), but treat {{noexternallanglinks}} as a regular transclusion. This still exposes all necessary information for a client-side or server-side post-processor implementation. We also plan to extract page properties like {{noexternallinks}} from the page body, which should make that information easily accessible without having to extract it from the page body.
As far as I can see, these links are not marked "mw:WikiLink/Language" but simply "mw:WikiLink". See a the end of this page for example: http://parsoid.wmflabs.org/ko/%EC%9C%84%ED%82%A4%EB%B0%B1%EA%B3%BC:%EB%8C%80%EB%AC%B8
Bug revelated in previous comment was fixed in #53243. So I close this ticket I previously had re-opened.
